By accessing our website at www.narrarkansas.org or using any of our services, you agree to be bound by these Terms. If you do not agree, please do not use our website or services.

1. About AARR

AARR is an Arkansas 501(c)(3) nonprofit organization and the state affiliate of the National Alliance for Recovery Residences (NARR). Our mission is to expand access to quality recovery housing in Arkansas by certifying recovery residences to the NARR Standard, supporting certified operators, and administering funding programs that help individuals in recovery access stable housing.

AARR is not a licensed treatment provider, healthcare facility, or clinical services organization. Nothing in these Terms or on our website constitutes clinical, medical, or legal advice.

2. Who May Use Our Services

Our website and services are intended for adults aged 18 and older. By using our website, you represent that you are at least 18 years of age and have the legal capacity to enter into a binding agreement. If you are using our services on behalf of an organization, you represent that you are authorized to bind that organization to these Terms.

3. Certification Program

3.1 Overview

AARR administers a voluntary certification program for recovery residences in Arkansas under the NARR Standard 3.0. Certification demonstrates that a recovery residence meets nationally recognized standards for safety, ethical operations, peer support, and resident welfare. Certification is granted at AARR’s sole discretion based on documented compliance with the NARR Standard and AARR’s requirements.

3.2 Application Process

Operators seeking certification must submit an inquiry through the AARR website, pay applicable fees when directed by AARR, complete a site inspection, and demonstrate compliance with the NARR Standard.

3.3 Certification is Not a Guarantee

AARR certification confirms that a residence met the NARR Standard at the time of inspection. It does not guarantee any particular outcome for residents, constitute an endorsement of the operator’s management or staff, or represent a warranty of any kind. AARR is not responsible for the day-to-day operations of certified residences.

3.4 NARR Standards and Intellectual Property

The NARR Standard 3.0 and NARR Code of Ethics are the intellectual property of NARR and are used by AARR under its affiliate agreement. Certified operators may use AARR and NARR certification marks only in connection with their certified locations and only for the duration of active certification.

3.5 Corrective Action and Revocation

AARR maintains documented procedures for corrective action, suspension, and revocation of certification when a certified residence fails to maintain compliance with the NARR Standard or AARR’s requirements. Operators will receive written notice and an opportunity to respond before a final revocation decision is made. Operators may appeal a revocation decision in accordance with AARR’s published procedures.

4. Resident Support Program

4.1 Program Overview

The Resident Support Program provides financial assistance to certified recovery residences in Arkansas to help individuals in recovery access stable housing. Funding is awarded to certified operators, not directly to individual residents. AARR administers this program subject to the requirements of its grant funders, including the Arkansas Department of Human Services (DHS), SAMHSA, the Arkansas Opioid Recovery Partnership (ARORP), and private foundations.

4.2 No Collection of Resident Health Information

NoteAARR does not collect, request, or receive individually identifiable health information, substance use disorder records, diagnosis information, or treatment history from or about individual residents. Resident support applications are submitted by certified operators on behalf of residents. AARR has implemented procedures to ensure that no individually identifiable medical or SUD information is received or maintained by AARR in connection with this program.

4.3 Funding Decisions

Funding decisions are made by AARR based on available program funds, grant requirements, and program guidelines. AARR does not guarantee funding to any applicant and reserves the right to modify or discontinue the program at any time subject to its grant obligations.

5. Donations

AARR is a registered Arkansas nonprofit.
